Which software could I use to generate preview pictures of a lot of camera videos to quickly sift through a lot of videos?

The cameras react on motion and start saving the file about 10 seconds before the motion. Because of this I cannot use the Windows preview pictures, because they show the first picture taken.
Yes, I know motion detection is bad because of a lot of videos, but I have no other option.
Specifically I would like to have an automatic creation of:

  • 1 picture 10 seconds in each video file
  • 3 pictures, fist 10 seconds, second 12 seconds, third 18 seconds in each video file



Is there some piece of software capable of doing this, so I can quickly look at all generated pictures and only watch the videos which are interesting?

I am looking for suspicious movement. If some bushes moved 10 secs in the video vs. some person is visible 10 secs in the video...
