Do i need to do anything to enable RTSP?
No, there is nothing special in the camera you need to do other than what I mentioned about H264 and passwords.

Triple check you don't have a number transposed or something like that.

I guess try the auto discovery and see LOL. But I never had success with that, only manual.

And if you are running VLAN or something, does the computer and camera IP address allowed to talk to one another?

no Vlan lol, just a straight connection. The camera boots up just fine on the web browser.

Could my password be the issue? How many characters do you recommend? and is alphanumeric simple enough?

Try a simple 6 or 8 character

Nothing :-/ this is ridiculous. Blue iris loses it right away with no issues.

on a separate note, I installed some web plugin the system page suggested and now have no video feed in chrome or edge. It also won’t let me see the plugin that installed from the site in uninstall programs so I have no way to get it out.

what the hell man . Lol

That plug-in is for Internet Explorer. Yeah we know lol

Post screenshots of your network topology, IP addresses, and what you are trying in OpenALPR.

It has to be something simple we are overlooking.

Have the old first model IPC-HFW5231E-Z12E installed the "Dahua Sunrise Sunset Utility" and configure it , also configure done in OpenAlpr website and never had a problem.
For the model S2 that you have i think u don't need the Dahua Sunrise Sunset Utility anymore.
As for the link to put in OpenAlpr i have the same as @wittaj mention

For browsers i use quite few, but Brave Browser is playing all without installing any plugins.
