Right-click on the BI background (or a camera, just not the menu bar) and select the option to "Show PTZ Controls". The options in steps 1 & 2 should appear.

...the issue isn't with the main interface, but with the new web interface (UI3).
The settings that control the UI3 web layout are in the main Blue Iris (server) program under the camera group settings. I've also got a monitor in portrait mode and get 4 rows with no problem.

We may not be understanding each other - the issue isn't with the main interface, but with the new web interface (UI3). FWIW, I don't have that option in the main program (or UI3) where you indicate steps 1 & 2.
It's a "Catch-22" and both @DognamedTank and @piconut have the answers:

First, do as @DognamedTank said in Blue Iris to bring up the controls at bottom.
Second, now that those controls come up on BI, click on the gear to configure BI' 'Webcasting' to determine how UI3 responds (as @bp2008 said).

Sorry, but I don't see any "camera group settings". I did try changing the frame size as bp2008 indicated, but all that did was mess up the aspect ratio - I was pretty sure I put it back to what it was previously (frame size unchecked), but it's smaller now than when I started!

The attached image is what it looks like now - can you tell me how you got UI3 to display the cameras in 4 rows?

Can you post a screen shot of your encoding profile settings (in BI - Options, Web Sever, Advanced..., Configure... (Encoder profile)), and the Camera Group Settings (the same screen that @bp2008 posted above)?

attached - not sure which dialog you wanted - I attached both that have been referred to.

If you input something like 1088 x 2416 as the frame size in your camera group settings, does that change anything for you when you open UI3?

I stand corrected - I wasn't closing UI3 and re-opening it. When I did that, it looked like the attached.

For 4 rows on a portrait monitor, my "specify frame size" is set to 896x1800, but yours will depending mostly upon the resolution of your monitor and somewhat on the ratio of the camera images.

I assume that you realize that you will only be able to have 1 or 2 cameras per row, right? I mean, you can have as many cameras per row as you want but with a monitor which has a display that is twice as tall as its width, the wider-than-tall images from the cameras will get very tiny if you try to show more than 1 or 2 per row. Basically, the width you specify has to be the same as, or slightly larger than the width of single camera image if you want one camera per row. It doesn't matter what the height is (I don't think) as long as it is greater than the (#cameras X one camera image height). If you want 2 cameras per row then use twice the width of one camera or slightly larger as the width value (I think you can keep the same overall height value as all the cameras). Three cameras per row, then 3 times the width, and so on.

Just start plugging in some numbers for frame size and see what you get. From there you should be able to figure it out.

Thanks! that helps. I didn't realize you had to refresh the browser each time since the UI changed as I changed the frame size.

edit: 1696 x 2000 did the trick!

You don't actually need to refresh the whole page, just the stream (clicking on a camera to maximize it and clicking again to go back will do it). Granted, refreshing the whole page is probably faster. LOL.

You wouldn't believe how often I have to post this image. Adjust the group frame resolution here until you're happy with the layout. You can type whatever numbers you want in the box and don't need to choose an option from the dropdown.

You can get version 15 from here: bp2008/ui3

Simply extract the zip into your "Blue Iris 4/www" folder and overwrite everything.

Seems to be working great in Chrome. Took me a sec to figure out the offset. I didn't realize that with the export dialog open, you can still advance the playback progress.

Thanks @looney2ns and @RobF. I realize the method of selecting start and end offsets kind of sucks. I actually made it that way hoping it would be easier to work with on a touchscreen compared to dragging little markers along the seek bar like the Blue Iris local console does it. But now I'm leaning toward putting in the draggable offset markers and scrapping the button panel.

This export likely has a limit of around 500 MB (possibly more or less depending on the browser), and I expect it to error out at the very end of the export process if the limit, whatever it is, gets exceeded. I haven't tried exporting anything near that size so I'm not sure exactly what will happen. Also I haven't tried on iOS where the export might not work at all. Besides that I'm mostly curious what kind of exotic Blue Iris configurations might blow this up. Like maybe some configuration will make Blue Iris send out different video or audio codecs that UI3 doesn't know how to handle. Or trying to export from non-bvr recordings while they are still recording might fail in drastic ways. Anyway it is good to know it is working for more than just me, and that youtube accepted it with audio and everything; that means I must have gotten the AVI format right.

This is in chrome, it exported without issue, but when I clicked the link to download, chrome stopped responding for probably 1min, but I waited and it did download and plays just fine. :)
