Why are the lights of the object on day time? What are the lights for? My positive observation is that the object is now in a bird cage and lower than before.

Probably that is a camera with visible lights instead of IR (which is rare, but certainly possible), and no functional light sensor to keep the lights off when they aren't needed. The cage is probably to protect the camera from animals (including the two-legged variety).

The location is a bar and customers are known to throw stones. There is another similar camera in a cage there but the lights are off. I should take a look night time to find out are the visible lights on, how strong they are and do the cameras have IR. They are maybe Hikvision. I took some pictures and escaped before somebody throws stones. Thanks.

sorry Francisco, I was thinking you were joking about the reflection. Reasonable explanation

I find the cages amusing since they have been done by welders usually working with chicken cages. One camera has lights on (not reflection) while the other one does not. The bar has paid lots of money for the cameras and bird cages but IMHO they are still too high and the connection I can see does not appear water proof. There are more cameras but they are boring without cages.

This camera is a fine example of placing cameras too high. I assume that it is to show what is happening in front of the blue gate of the bar but the hight and angle are not good. The gate is for deliveries only. They may have had a problem of drunks gathering in the place. There are at least three similar cages with cameras there.
