IVS rule not fired when not on the main preset SD22204UE-GN

I know it changes preset, because, when I watch the recording, I see the PTZ turn and even captures the person moving.
However, I don't see an "event" on the time line and snapshot is not being captured.
This is the spotter cam:

I know, very dark (this is the best result I can get without the extra effort of installing IR lights).
In the day the quality is great (5442ZE).
This is a video of the PTZ changing preset and capturing a person passing by (IVS, in the PTZ, was not triggered):

After seeing the actual video above, I dont think the IVS rule is getting a chance to load and settle before the subject enters the scene.

Also contrast is poor and the area is too small/tight for IVS to get a 100% hit for human

Didn't see the video, yeah terrible shot especially with the post in the way and like bigred says it has to focus on the next preset before it loads the IVS rule.

The camera don't have AI, so, it's a IVS rule without an object filter.
But, still I understand you claim, regarding the event occurs before the PTZ was able to settle down.

I can't really tell you how to capture a face with your PTZ camera if it wasn't already facing that direction. I can tell you that I have some Ai cameras on my Ai NVR and a different brand Ai camera that will not work with my Ai NVR, However when my Ai camera that is same brand and triggers a Ai Event that I have setup to tell my Ai PTZ camera from different brand to go to a preset so I can get a better shot of who passed the tripwire seeing it is at the edge of my 8mp Ai cameras view my other brand does infact leave a Ai IVS recording because I have told my same brand Ai static camera to record on both its channel and my Different brand PTZ cameras channel. So with that setup in your NVR it should also work in the same way. 2 things here, I have my Ai PTZ setup with motion off only work on Ai alerts. So I also setup an Intrusion in that preset and if the person remains in that area then that event will fire if they move out of the zone before the camera can setup the rule after the pan tilt zoom action settles then it just records on the NVR and not in the Micro SD of my PTZ camera..

To get it to record, In the Rule for your PTZ preset also have your NVR record the camera you have setup to goto that preset.

Also thought I would post a picture of my Ai that you can see in both the 8mp camera in Ch8 and then the same time it is showing in the one Named IPC that is the PTZ camera from another company. The AI camera that I am using for triggering the event is an Amcrest

Looks like you were right.
Today, two people were walking slowly down the street.
The PTZ moved to the face close up preset (#2).
After 25 seconds since the PTZ finished the transition (stopped moving) to preset #2, the two people entered the frame and then the IVS rule was fired.

This makes some sense, because you don't want any IVS rule to be active when the camera is moving (to avoid false rule triggers) or didn't not fully adjust to the new conditions (lights/focus).
I guess there is nothing I can do, just to hope people to walk slowly.

P.S.
Going to delete the videos i've uploaded (prefer not to expose the coverage of the cameras or my exact location).

Maybe it’s possible to move the location of the spotter 5442 or get a longer lens (5442 Z4) to activate the PTZ further out

The spotter cam is used as an overview camera, I cannot move it or I will lose coverage.
Other camera is possible, but I don't really want to invest in that.
Also, this area is a war zone (so cannot do much work there for the near future).

But thanks for all the help.
