I live in Portugal and regularly 3-4 times per year I'm in Lisbon and I don't see any Arabic people here.

Alfama (historic center of Lisbon) have mostly tourists. Portuguese people don't live here - only work.

This looks like some big guided tour over Lisbon for Arabic people.

Happens in any big historic capital city over the world.
