There are so many things that are wrong here - digitally zoomed, nowhere near enough light, and trying to run in color. And trying to lighten an already blurry mess will just become a worse blurry mess.

As we can see by the attached histogram in the first image, the original sin of darkness, digitally zoomed in capture has no spectral information in the top two thirds of the histogram.

In the second histogram, we can see what happens when you try and stretch the histogram out to make it brighter, it falls apart. There are so many gaps since you've lost 2/3rds of the spectrum. It becomes a washed-out low-res image, not useful for identifying anything

Not that the original wide angle would have been of any use LOL, but the digital zoom doesn't help much either of this person that stole a vehicle:

Certainly they can enhance the image to pull the plate from these digital zoom images of a vehicle that pulled up into an apartment parking lot and rummaged through parked vehicles. And dang that looks like a lot of light LOL.
