When you say it's not accessible from the network, are you losing video feed or can't login only? Can you ping it during the loss?
I'd start with process of elimination and try a different port or switch all together. Then consider the buried wire next.

Wow, that's a tremendous difference. I can't understand why they would use polycarbonate on something they know is going to get ultraviolet exposure like an outdoor camera does instead of glass.
