Not really, the outdoor camera is battery powered, no power cord required. Battery on mine last about a month between charges. Problem with it is, you can not continuously record... would kill the battery.

You mention run over pets multiple times. Leash Law? It seems you care about the pets killed, perhaps you should attack that issue with the same vigor, put animal control on speed dial, record and and report them.
