@bp2008 Thanks for the tip about jpeg/mjpeg. The lag on mjpeg is less, at about 0.4 seconds rather than 0.6 to 0.8.
I suspect that is as good as it gets unless the owner wants to install an analog camera and viewer in addition to the IP system.
@SysconsciousAu Thanks for the advice about lag for analogue versus IP. The hitch camera was an add-on to an existing IP system. Replacing the hitch camera with an analog stand-alone system may be the outcome, since your reply suggests the lag is inherent in IP processing.
What settings might synchronize a Blue Iris web server client's image with real time? Or is the web client's image likely to lag 0.75 seconds no matter what hardware and configuration are being used?
If an unavoidable lag is introduced by using Blue Iris, I would appreciate knowing this...
Solved by changing the path on the Blue Iris Configuration Window from /onvif/profile1/media.smp to /onvif/H.264/media.smp

Running licensed copy. No other cameras configured yet on the Surface Pro PC. (Two other brand cameras configured on the alternate PC that I used to confirm Surface Pro results.) Same 1 fps symptoms on both PCs.
Using Samsung the webviewer and toggling bitrate control between VBR and CBR gives the same results. I am testing other settings to see if I can stumble across something on the camera side that increases Blue Iris frame rate.
Thanks for the suggestion. I have tried various samsung rtsp options in the Blue Iris drop down for Make and Model with either no connection or same results.
I will reload the screen shots to see if they work better as url's.
Need advice about how to troubleshoot this camera, which has significant lag when viewed in Blue Iris. No lag when using the camera's web interface. No lag with other brand cameras on same router and PC. Tested on another PC with same results.

I got it working with Blue Iris but only if the password is no more than 12 characters, rather than the 15 characters claimed by the TP-Link user guide. Longer password fails with Blue Iris Error: 8000007a even though the longer password does work for logging on via chrome.
