Thank you for the welcome. <noob>I am an idiot. I was trying to connect to the camera, off my network with the cameras IP. As soon as i used my public IP it worked externally.</noob>

Bit of an update. I was able to assign a Static IP & Port to the camera, however i cannot seem to get access to it outside of my network. I have tried both Nat/Gaming for port forwarding and IP passthrough. However i am not very familiar with those both on this ATT Router.
