I am using Blue Iris v5 (up to date) and have ran into the same problem with an iPhone X. I deleted the app and started over again. I turned the WiFi off and used Verizon LTE to set up the app. I scanned the QR code and the app is up and running on Verizon LTE. I did not change anything...
