Running BlueIrisAdmin.exe as Administrator doesn't solve the problem for me.
By the way I do have a license for version 5, just never had the time to upgrade and could live with this version until today.
I've got the same problem running BI Version 4.8.6.3 on updated W10.
BI service doesn't seem to be affected.

Yes, it is far away. The camera is mounted on the roof of my second floor. Did you watch the clip in fullscreen mode?
I think the scene is bright enough given the small amount of lighting used, not very noisy and there is no significant tearing.
