Have you tried by vga-gui , there are a menu to manage Poe switch, power it on/off?

Thanks @alastairstevenson, Absolutely with USB-serialTTL, power is provided by USB connector from PC side. If RS232-serialTTL is in use, Ic of converter need to be power, mostly come from target device side (NVR here).

@Frankosor Salut Frank, On board 4 pins serial connector usually had TX,RX,+5V, GND. It is possible to figure out +5V and GND with multimeter.
