I'm currently using an i5-6600 (marginally faster) with two HDW2231 2MP cameras thus far at full 25 FPS and bitrate, and the CPU sits at 5-7%. I think you'll be more than ok.

I have no issues cutting the price in half. I was under the impression It was best to have a 6xxx CPU. I'm all for saving money

do I need 2 hard drives, one for windows and one for the recordings or is just a wd purple sufficient?
I was thinking of putting windows on an ssd but if its not needed, I will just get one without a hard drive and add a 4tb WD myself

Yeah that will work.

Here are a few similar i5-6500 options that cost less but don't have SSDs (also note the one you linked charges extra for shipping).

HP ProDesk 600 G2 SFF i5-6500 3.2GHz, 500GB, 8GB, Windows 8, Warranty 7/19 (AVA) | eBay
HP ProDesk 600 G2 Desktop Quad Core i5-6500 3.2GHz 8GB 500GB w/ WiFi Win 10 | eBay

I personally would cut in the price in half by going with a 4th gen CPU but it is your decision.

I am off work tuesday next week and was hoping to get everything setup on a new pc and finish the installation of my 2nd camera and the IR lights.
I think I am going to go with this computer and just not worry about an ssd right now as its not really needed and I cant find anything cheaper with similar specs.

Looks good but if you can swing it put an ssd in first and get it over with.

I ordered it and should arrive Tuesday. I could take the 2.5" ssd out of my laptop and use it as I no longer use that laptop.
