More image noise when it rains.

This won't add noise on a digital system. The data is either on or off, unlike analogue which is all shades of grey.
I'd guess that more noise may be linked to reduced light level - but as to why, no idea.
It would be interesting to see an image.
That's possible, I don't have as much ambient light as @blake does in his picture. I see something a little similar to that on video during storms after lightning when the camera is trying to adjust to the lighting situation.

I was trying to reply to you before but pressed the wrong button instead lol. @blake- try mounting the camera lower, and at more of a horizontal angle , fool with It a bit before you get rid of It. I think mabey this may help. Also try to swap another similar model camera in this ones place to see if its the camera itself. It helped mine a bunch.Take what I say with a grain of salt tho Because im still learning too. They can be fidgety"

Pulling my weight
I would guess it has to do with either:
1. The IR light reflecting off of the raindrops and/or hydrometers in the saturated air
2. The raindrops/hydrometers filtering out some of the IR light and ambient lighting from across the street
3. The wet driveway/street reflecting more light onto certain parts of the image than normal
