Can I use this NVR DHI-NVR5216-16P-I with camera IPC-B52IR-Z12E S2?

Can I use Mini PTZ Camera PTZ425DB-AT as LPR camera?
Can I use the ptz cam as lpr camera instead of the IPC-B52IR-Z12E S2? It's 25x zoom and has auto tracking which is cool to use later. It has electronic shutter speed 1/1 - 1/30,000 which should work for lpr? TIA
