    Problem solved: I reduced the 2nd stream (MJPEG) used for preview in resolution and framerate. This reduced server interface load so that the main stream (h.264, 3MP, 15fps) is no more affected.

    It's a raspberry pi 3 plus extra disk for recording. The vendor of the software claims it's capable of up to 11 FullHD cameras. I have 4x 3MP cameras. Maybe it's just too weak. With the current settings, the problem is occurring only from time to time. Maybe I'll switch to a faster PC, maybe not.

    Switching to 4096 and h.264 put's almost 100MBit load on the servers interface. Since the server only has a 100Mbit interface, this is too much. I'd prefer h.265 over h.264. Using h.264 doesn't solve the problem, anyway. I already tested that. I put the iframe interval to the same as the fps.

    I don't know if the cable is CCA. It's a cat7 infrastructure build by a professional company, quality assured by measurments. I don't think it's the network. Here's the settings: I'll try to switch to cbr.
