    After looking carefully at EmEditor, I see that the file is using <linefeed> and EmEditor is saving it the same way. So it must be something else.

    Perhaps that's it, thanks. I'm using EmEditor in Windows. It does have an option to save as Linux EOL. I'm not sure how to confirm the linefeed with a hex editor. Are there any other apps that can confirm this? The file size will be different because of the changes.

    Thanks for the suggestion. When I do that, the pixilation happens every second. So it is definitely the I Frame that is causing it. When I say pixilation, I mean the image quality degrades slightly for that moment.
