Three cables? Your pic only shows one cable, so assuming your NVR is provided POE via (1) CAT6 to your camera. Do you have the right cable? Purpose of the other (2) cables? Make & model of your NVR & cam will be helpful. Doubtful EMF or electrical interferance is the problem.

The wires are still sticking out past the connector. Best way I found with the pass-thrus is to push all wires out past the connector, then snip all parallel to the connector, then pull back cable so wires are just inside the connector. Then crimp.

Some options for extending HDMI... HDMI copper cables can exceed 100', but check bandwidth & resolution specs. Easier to send 1080p vs 4K over longer distances. HDMI fiber cables can go up to 300'. There are usually active optical cables, powered by the HDMI port or external PS, and rated up...

Lots of manufacturers make small touch screens. Most use a USB connection to the PC, so you will have to extend this along with HDMI to the monitor. Search for low profile wall mounts to keep the monitor close to the wall.

Passive POE switch? Not sure what that is, but sounds a lot like a power supply :D POE is a standard @ 48-55vdc. POE splitters are cheap and will do the job for you.

You will need a POE splitter. That illuminator is rated for 12vdc @ 8w. Standard POE power is rated at 44-55vdc, most POE splittlers breakout this power - feeding 12vdc to the 'power lead' and keep the 44vdc on the 'RJ45 lead' of the adapter. Just keep the max watts within the POE req's. There...
