I got 2 of APC BX1400UI one for the nvr one for my nas. I use them around 1 year.

I have already done that. I can not see any obvious damage. My skill set is way too low for a circuit troubleshooting process. The new PSU is on the way. I will write here if its worked or not.

Connected measurement shows between the black and yellow cable 8.1V

I made further measurements. For the board looking fine the voltage, but I could not measure any voltage on the 2 pin cable.
