ghosting amcrest

I recently installed a 2nd Amcrest IP2m-842 camera and set it up in Blue Iris. I am getting very bad ghosting effects as seen in the upload. Settings are: Frame Rate: 15fps I-Frame: 15fps 3D NR: Off Encode: H.264H Resolution: 1080P Bit Rate Type: CBR Bit Rate: 4096 Direct to Disk Recording...
