***SOLVED - EXPLANATION 2ND REPLY***

Just got a used hikvision come in. version 5.1.6 chinese I think.

I'm seeing the device pop up on my netgear's "attached devices" page @ IP 192.0.0.64 however when I try to connect to it via chrome, or SADP, it doesn't show up...

any suggestions on what route to take now? sort of at a loss.

should mention that it's connected via a short cable and is setting next to my router. and I confirm that my router does see it.

main compuer is running windows 8.1 (I don't have a windows 7 machine here). also shutting off firewall did not seem to help.

too bad I left my W7 machine at work because it's being worked on :(

and it's being powered by regular power (Not poe) that the previous user sent me

Hopefully someone can use this to help themselves out if they run into the same issue...

Upon research of the problem, I found out that if you install iVMS-4200 (you can get it from hikvision's website) and let it allow through the firewall, it also fixes the bug for SADP.

so download iVMS-4200 and let it go through your firewall. Once it does, SADP or iVMS-4200 will let you access the camera.

Thanks for the info. Also, there is an issue with sadp and windows 8....it wont install one of the needed components..all you need to do is right click on the install file and set it to windows 7 compatibility mode and then run the install.

SADP is some terrible software, really it is. I couldn't get it to find any cameras on the two OSes (win 7, 8.1) I tried, and it seems not to have any error messages at all, nor tell the user anything about what's going on, this with three cameras. I had to do the manual approach in all cases of hardwiring a PC to the same switch the camera is on and changing the PC's IP to 192.0.0.101 and then access the camera at 192.0.0.64.

its has worked for me on many machines...you need to ensure that the components like winpcap install correctly or else the software will run but not detect anything..

Mine appear to be installed properly, but as is consistent with hikvision software it seems that when things don't work they just don't work; little in the way of notifications back to the user about why or how to correct. I don't do enough cameras that the manual approach is a big hassle anyway :)
