Just a note on these systems from Dell. Double check the power supply mounting in the cases. Not all allow regular ATX power supply to be installed as a replacement of the oem one, if you want to add in a dedicated gpu later on.

Personally I would lean towards the i7 given the number of cameras that you want to run. It definitely doesn't need to be a 9700 series chip however. A 6700 series will work just as well for BI use and can be a lot cheaper. I just today picked up a used Dell 7070 small form factor i7-6700 with 16gb of RAM and a 2566gb M.2 SSD drive for $333 ($319 plus tax) on ebay. The seller still has a couple (some with wireless keyboards) available. Dell Optiplex 7040 SFF i7-6700 3.4GHz 16GB 256GB M.2 SSD WiFi Win10 | eBay

This machine is destined for my parents house to replace and aging computer that runs their home automation and DVR system. They don't run any cameras currently, but this machine will be more than capable of handling them should I want to add BI to the mix.

EDIT - I'm still old school and think that the i5 chips have fewer cores like they use to (4 core/4 thread). The i5-10500 has 6 cores/12 threads and it will perform better than the i7-6700. I wasn't thinking this was the case when I wrote my initial reply. That i5 chip would obviously work fine for BI use as well.

Back again. 48% off OptiPlex 5050 and 7040 with code 5050FLASH7040.

30 of the i5-6500 Mini-Towers available for $171 shipped as of now. Only 250GB HD and 2x4GB RAM but an OK deal for the tower.

Some others if you want to look.
