Those are really pretty darn good. In order to reduce the very minor blur any more you have to run a faster shutter speed. Doing that though makes the image darker. Its a struggle between the two.

I dont know that you'll get a much better image, though that palm tree is sucking your IR and does effect the exposure of the subjects beyond it.

I try to get better face IDs, I'm not using the camera as LPR.
Now I increase sharpness @85
Shutter @ 1/25
Backlight Off
IR light in Auto

That will probably be too much sharpness

Exposure try 1/60 or 1/120 to reduce blur.

DNR is also very important. 40 or lower is best. Never over 50

And if you want faces you may want to zoom in more,

Here is the last settings for today.
I needed at least capture clean cars pictures and people no licenses. Im working in learn as much as possible thanks.

You should try running it in color and zoom in, i agree with @bigredfish that palm tree is killing your scene because the IR is reflecting back into the camera. I had a similar situation. I replaced my fence and the new fence pickets were reflecting back in to my camera. So i took the suggestion of another member who told someone to put up black paper or paint an area to stop the reflection. So i painted the back of the pickets and the light does not reflect back into my camera.
