network switch or computer can't keep up with the amount of bandwidth the 4k camera is sending it possibly ?? (just a thought)
Does it do that if you lower the resolution down or the bitrate ?

all 1000m connection. I checked the switch too...maybe just the camera...

What are your video recording quality settings? I frame interval?
