After construction, 1 of the 4 cams stopped connecting externally

I have 4 DS-2CD2232 outdoor cameras. They are connected via Ethernet cable through PoE switch. They worked fine for a year until last week, my AC broke so the workers unplugged the switch so they could get around to do the work near by. After the work was done, I plugged the switch back to the power, the cameras are showing up in the view via internal network. However, when I pulled them via external IP, only 3 worked, the 4th one didn't work. I checked all the settings, they are the same. The port forward was verified and correct.
Anyone know what could be the issue? How to troubleshoot?

Does that include the IP addresses, no change from the original values if they are DHCP as opposed to static configuration?

By external check, or by looking at the router configuration?

Update: I unplugged the power, all 4 Ethernet cables from the switch, rotated them so each got a different port, plugged power back in. Now it worked.
