I'm not sure when this changed, but be alert (pun intended) at some point under the AI tab for each cam the "Fire non-email/sms/push regardless" option went away. Now the only option is a dropdown of fire actions (Always, When Confirmed, etc).
I had some pushover notifications I couldn't figure out why they quit working. I had to change the setting to always fire alert actions to get them working again. I had previously used the old fire regardless option.
