Axis NVRs/Clients: Software licenses: Roll-your-own-hardware?

I own a small MSP. I mainly do networking and web development, but I'm interested in offering camera systems. I've done a few small (4-8 channels) deployments with Ubiquiti, and it seems to be fine for small business deployments, but I'd like a more "enterprise-grade" NVR system to offer.

My requirements/wishlist would be:
Brand-non-specific camera support
Able to install on own hardware
Offers mobile app (doesn't necessarily need all features)
Doesn't phone home, or at least will still function if it's installed air-gapped
Able to integrate with other systems via (REST/MQTT for instance)
Scaleable up to 100+ channels

Axis seems to fit the bill, though I can't really figure out exactly how their licensing works. From what I understand, you purchase a license for "Camera Station" which I am guessing is the NVR software, and you buy camera licenses in packs of 1,4,10 or 20. The non-Axis camera licenses are more expensive, though.

Anybody with experience on this system want to clue me in?
