I don't do much editing but when I do I use an old version of Movavi Video Editor, (14.5.0). It is not free but my old version still works for me.

Depending on your needs a little company called Serif makes a photo editor Affinity Photo and it's only $55. It may not be quite as powerful as Photoshop, but it's much better than Gimp. It may be worth a look.

I have Infinity but I've not been impressed. It's been full of bugs (non working tools) for me and works very differently to say Adobe. Doesn't do video btw for anyone reading this as per the OP. It's purely a stills editor.
