He is probably referring to new Windows 11 version builds like 26H1, 26H2

I doubt it; Windows 11 26H2 is built on the same codebase as, and is an incremental update to 24H2 and 25H2. The 26H2 update is largely symbolic as it merely flips all the preview switches for those "finalized" features to the "on" position—the code for most of which is already downloaded to your computer now, with some installations having some of them enabled already (remember, with Windows, the end users are the beta testers).
