turn off h265
drop the FPS on the cams to 50% of max.....to see if your CU usage goes down.
enable substream
try disabling HA

I did all that but still cpu was firing up. One thing I noticed was when I go to cameras settings and reduce the flops to 7.5 and I move to the next camera and reduce its video settings flops, the first camera flops moves back to 30 or 25 flops

Vital that you properly exclude BI as per the help file from any antivirus, including Windows Defender.

Need to change it in the web interface of the cam. BI is just reflecting what the cam is sending it.
