I've seen advice from @fenderman that an i7 optiplex can be had for $500 with patience....I've been watching ebay and dell outlet and this is the closest I've seen but only 1yr warranty and not from Dell. If I can get it for say 450 what do you all think? Thanks, Joe

It used to be you could get one for very close to $400. But Dell outlet hasn't had a decent sale since ... December I think. So it is only natural that the ebay pickings are getting slimmer too. $450 would not be a bad price for what you've specced above.

To build similar yourself:

i7-6700 -- $295
Cheap MicroATX Motherboard - $47
DDR4 4GB (2x = 8GB Dual Channel) - $54
Cheap Hard drive - $47
Cheap MicroATX Case - $20
Cheap Power Supply - $21

Total: $484

This is not including a Windows license. I hear you can run it unactivated without any real consequence (for now).

Thanks, I have windows licenses I can use and building is no problem. Right now my rarely used i7 desktop is my BI and open vpn box so I'll watch a little longer and build if I can't grab a deal

Good deal. If you have any old PCs lying around you could probably reuse the case, power supply, and hard drive too, and end up closer to $400 for the build total.
