Does Blue Iris Tools have to be open in order for the weather overlay to keep updating weather?

How do you keep the weather overlay populated always? It seems like the CPU% remains constantly but weather is only displayed periodically. It should be there always and only update at defined intervals.

Certain elements like Precip only appear when it's actually raining and there is Precip to report. Other elements like temperature, etc stay visible all the time and update according to the interval set in the app. Only CPU updates outside that interval and instead updates every couple of seconds.
