If she had found the keys to one of those vehicles, she probably wouldn't have gotten two blocks before getting into an accident. She was absolutely brain-fried.

You did exactly the right thing. That girl is on a downward slide to overdose and death. Nothing will stop her drug use short of incarceration. You may be saving her life by insisting that she answer for what she did.
So basically, they are all about screwing the victim to further their career and make their job easier...
