Cam Stuttering When Not Highlighted

Hi, I never noticed this before. When no camera is selected, the frame rate wigs out. Funny thing is, when I launch my mobile app either on local wifi or VPN both frame rates return to normal. Close the app and the stuttering returns. It look fine when viewing though the web app while at the same time BI shows stuttering.

Any suggestions? Thanks

i5 4570 8G all 6 cams are set to 15 fps and iframe to match.

I think I figured it out. The other day I checked "limit decoding unless required" thinking that would free up resources. I unchecked them and everything returned to normal.
