How do the Hikvision cameras configure their IP address at startup? Do they start out at 192.0.0.64 for a while, and then switch over to what they're configured for? How is the SADP tool able to communicate with the cameras even if they're not using a correct subnet address for the network they're connected to? Any info even loosely related to these questions appreciated!

Correct. Or 192.168.1.64 Those that still have that feature in the bootloader. Just for a second or 2 while probing for a Hikvision-specific tftp service.

Ethernet broadcast traffic using a proprietary protocol.
