I'm new to this camera so I'm just looking for advice from you guys that's been using it for a while and can say if my image can be improved and if so, how.

My settings:

Brightness: 50%
Contrast: 50%
Saturation: 50%
Sharpness: 50%
Gamma: 50%
EIS: Off
Anti-flicker: Outdoor
Mode: Auto
3D NR: On (38%)
Backlight: SSA
WB: Outdoor
IR: Off
Defog: Off

The picture comes from BI, and it's set to 100% size and 100% quality.

I' not an expert so take this for what its worth.

I've not had great success with Dahua Starlights with VBR

try 1) VBR/6 highest and/or 2)CBR 8192 bitrate .......and match your iframe to the FPS

I would think that little buck should be crystal clear in that light with that camera...are you running WDR on? I have found that you should use WDR sparingly, like 35% or less or I get motion blur especially at night, and by nature it washes out the image, usually forcing me to add contrast...I think the 8232 has another higher end dynamic range setting but I'm not familiar with it...

The picture looks like the sharpness and contrast are too high to me??? (If what bigredfish said doesn't work.) Maybe try normal H264 as well.

If all else fails, reset it back to factory defaults and see if that improves things.

I'd try turning off SSA to begin with, and reduce the 3D NR slightly.

Constant Bit Rate around 6K or 8K and WDR between 20 and 25. Drop Frame Rate to 15 and IFrame Interval to 30. These are all suggestions based on lower-resolution cameras, but should give you some ideas where to start.

Here is from today, would a lower FPS increase quality?
What does SVC do in practicality, I can't see any difference when changing it?

Switched to BLC and the following settings.

I'm not familiar with BI, but can you pull a clip directly from the camera somehow and convert from .dav to .avi using the free Dahua Smartplayer to take anything BI may be doing off the table? - download from SD card direct if installed?
