Cannot connect to ip cameras using ip address

fancy switch had a glitch. there's a reason IT departments unload them cheap once they start becoming unreliable...
possibly, something inside got too hot, shutting down the PoE circuitry (which has all kinds of safeguards around it)
Letting it cool down a few hours was enuf to make things work again, for a while...

make sure the fans are all working properly. replace if not...
