Can't Find Hikvision Dome Cam

Hello, I am just checking to see if I am missing a simple fix. After taking my BlueIris system down for maintenance, one of my cameras will not come back online. This cam is a Hikvision tamper-resistant dome cam (model unknown). It is in a hard to access location.

I recall having this exact problem on the initial setup of this camera and it taking me days to figure out, but I cannot recall (and I didn't properly document) how I addressed it. I specifically remember I was able to find the cam without physically accessing it.

After a couple weeks of tinkering and searching online this time, I am stumped (apparently, it isn't just my memory that is going). Basically, the camera does not show up on the network and the Hikvision SADP tool also doesn't find it.

However, attempts to ping the address it was showing at before it went down get back 25% or 50% packet response. The IP address it was at before it stopped working is also showing as not used when I run an IP resolver, despite this address being in the middle of a 15-consecutive-device string of IPs.

I would just write off the camera as broken if I did not recall finding the problem in the past.

Any help would be greatly appreciated.

Is this a random response or a timed repeating response?
If repeating it may be a boot loop.
If random - I'd suspect a cabling problem.
Especially as :

I was able to get to the cam and swap the cable, to test it, but no change, no ethernet data lights. I don't know about the response type; I'll try to figure that out. I appreciate the help.
