Can't I get 1/4 speed playback to stick when reviewing video?

Using the playback control with the sliders and dots at the bottom of the screen, I can move the circle to the 1/2 speed dot and it works fine. I can move it to the 1/4 speed dot and it shows 1/4 speed but it won't stay there. Unless I keep my finger on the mouse button, it jumps to either pause or 1/2 speed. Is that how it should be or am I remembering wrongly that it used to work the same way that the 1/2 speed dot worked?
