Can't install SmartPSS on Windows 10

I'm trying to install SmartPSS (downloaded from Software).
However, on Windows 10 I get "File system Error (-1073731819)" any time I try to run the installer. Tried running as admin, running as windows 7, 8, etc.
Anyone have this problem?

I installed it last night in a VM of Windows 10 enterprise with no issues but they had multiple files on the download page, what's the filename of the one you are trying?
 
...and this is the type of stuff that had made me not used Windows for the longest while. I tried those hints and unfortunately neither works.
Windows is great..It's the end user or software package they causes these types of issues...

I'm a professional software developer so I know how this goes. Always intermittent failures and issues like that.

However windows installer packages have always proven problematic at times. When really it shouldn't be. It's an installer. I can see the app itself conking out for some reason.

Not to be a jerk but most devs I've worked with could barely use a computer and didn't understand anything about servers or networks and that was the two things they always blamed first before their code.
