Cheapest PC Build for 3 cameras running 3MP each (total 9MP)

I'm looking for an inexpensive PC build for a family member to run Blue Iris on. I was originally going to set them up with an NVR, but they're not very tech-savvy so they'll need my help via TeamViewer every once in a while. This is overseas, so I won't be able to physically be there after next month.

I'm most likely going to pick an Intel CPU with 8GB of RAM . I don't think Blue Iris is intensive on the GPU, but please correct me if I'm wrong. Right now I'm giving them 2 of my 3MP Hikvision cameras (the standard dome ones) and they'll probably buy one more in the future.

You can remote access an NVR as well via web interface or IVMS software... Just giving you that option as well.

Buy a refurbed Dell Optiplex or a HP Elitedesk. With at least an Intel I5-6500. Much cheaper than building.
