Cisco SG200-10FP

I am a New BI user. I have a Cisco SG200-10FP switch. computer is Windows10, i7-4770S, 32GB RAM, 4TB HDD. ASUS RT-AC5300 router.
I can log into my camera via web device interface tool (web browser). When I ping the ip address and port for the camera, I get "Ping request could not find host 192.168.1.168:8999. Please check the name and try again."
When I install the camera unto BI I get I/O error 0.
Would this issue be in switch or router?

Help is much appreciated.

you're doing something wrong in blue iris.

In BI, leave the IP address blank, click on inspect, let it find the camera, if your cam is on the same IP range as the BI machine.
