What do you think about this chip for a 25 camera BI system. Quad core high clock and a very decent price.
 
It'd probably be fine, however chances are you'd save money with a used/refurbished 4th or 6th generation i5 or i7. You'll want 8 GB of RAM minimum.

If you can afford to build your own box, then I'd suggest at least getting an i5 or i7 chip.

I don't know. My procedure is to just search ebay for a CPU model, filter to "Desktops and all-in-ones", Buy-it-now listings, sorted by lowest price, and then I look for the systems that have enough RAM and come with the OS.
 
i have now a system with a xeon e3-1225 v3 and its running at 90%. I know BI runs better with a high frequency
 
Xeon e3-1225 v3 is equivalent to a 4th generation i5, and can even do hardware acceleration. So, while there are definitely better CPUs out there (of the i7 variety) you already have a fairly powerful one. Have you been through this page yet? Optimizing Blue Iris's CPU Usage | IP Cam Talk

Moving from a 4th generation quad core to an 8th generation quad core would be only a small improvement.
 
yes all those options were done. From other systems there seems to be a significant difference between an i5 and an i7
