CPU usage crazy and cameras keep changing settings

Not sure what is happening here, had BI running for approximately 8 months with zero issues 30% cpu usage with 13 cameras , I5-10500 with 8 gb of RAM

one of my cameras is a dahua varifocal, and it will some times turn on it's PTZ settings, and when you open the camera and close it, it will zoom in and out.

all of the cameras will lose their HW accel setting.

is there a simple fix here? a windows update that broke something?

I had to disable all my cameras 264+ and 265 storage and reset all my cameras to 16.20 or 30 fps settings. recently my new speed dome which had been working perfectly started acting erractly so I had to delete the camera and reset back to factory 3 times in a row in order to get it to function properly
