Dahua IPC-HFW5231E-ZE - 1 channel Output not working

I got a bullet camera Dahua IPC-HFW5231E-ZE which I connected over POE.

The Alarm input works very well but the alarm output does not work, there are no 12V on the alarm output wires (brown and green) as described in the dahua specs: 1 channel Out: 300mA 12VDC.

I connected an external 12V 200mA device to the camera output but nothing happens. Then I measured the 1 channel output of the camera which is only 3,8 VDC instead of 12VDC (as described in the specs).

Do I need to connect the camera via 12DC cable instead of POE in order to get a channel output of 300mA 12VDC (as described in the specs)? Or is my camera defect?

Maybe, is there someone who has already measured the volts of the alarm output and can tell me the result (if it's 12V or 3,8VDC like my model)?
