Maybe someone ran into similar problem:
I have installed following NVR:
I have 2 cameras:
- I can access both cameras with no issues through web browser panel (settings video feed etc).
- Both cameras are detected by NVR (it searches them in the networks and allows to add both)
- Camera no 2 is NOT initialized, also when trying to check the live feed the NVR shows"The login Return time is up"
What was tried:
I'm at a point where i don't think this is an actual network issue but either a bug or damage in the NVR it self but maybe I'm wrong
Since i am at odds with local arsonist i would appreciate any posts in this thread.

- Dahua NVR2104HS-4KS2 - with static IP on 192.168.108
- Onvif version 2.4.1
- Onvif server version 18.12
- Firmware V4.000.00001.2 Build date 2019-10-16 (i checked there is no update for it)
I have 2 cameras:
- Camera 1- IP CAM EDW-5021
Onif user account is set
Ip is static set to : 192.168.1.112
Camera is connected to POE switch over Ethernet cable
This camera is connected to NVR, initialized and recording with no issues
- Camera 2 - DVS-SDIP402812D-IRW with PTZ
Onvif user account is setup
Onvif version 17.12
Camera is connected to POE switch over Ethernet cable
DHCP set to : 192.168.1.57 (i also tested with static IP)

What was tried:
- Checked Onvif user accounts on NVR /Cam2
- Ran with different IP combinations (static / dynamic)
- Tested different Accounts with different privileges (admin vs operator)
- Made sure clocks are synchronized between NVR / PC / CAM2
- Connected CAM 2 via WIFI on a different IP, connected to NVR and tested initialization - no go
