DAHUA NVR4104HS-4KS2-L.Lite Series POE is not working

Good evening.
I bought these two products. NVR and HDD
I have installed the HDD inside the NVR.
I connected the PAL cameras to the POE ports of the NVR. I turned on the NVR.
In the camera settings, under the item POE, red dots are indicated on all four channels.
It seems that the POE is not working.
