Dahua SD42A212TN-HN - Pan and Tilt not working, zoom working

I got my hands on a second hand SD42A212TN-HN, but the P and T functions do not appear to be working.

The zoom/focus work great.

I tried both through the Webpage and through the NVR - no go.

It currently has the 2.600.0000.0.R.20170601 firmware. I tried upgrading to DH_SD-Mao-Themis_EngSpnFrn_N_Stream3_IVS_V2.622.0000000.3.R.180116, but it doesn't take it.

Any idea what to try? I opened it and the plates move fine when I spin them manually.

hmm, after reading a bit, the problem could be that the camera is not getting enough juice. I will try with 24v power adapter.
